Editor's Note: Ordinance 03-595 enacted this subtitle, effective September 13, 2003. Section 4 of the Ordinance provides for the law’s automatic “sunset” 2 years after that effective date. Subsequently, Ordinance 05-157 deleted the “sunset” provision.
